海口市国家帆船基地公共码头位于三亚海口西秀海滩，按照国家体育总局和海口市委市政府的要求，将国家帆船训练港池与公共码头游艇码头统一建设，融合发展，打造成为集帆船赛事、海洋旅游、水上休闲娱乐等功能为一体的体育旅游综合体。
项目在原中石化秀英5000吨级油码头基础上改扩建而成，用海面积29.1万㎡，用地面积4.39万㎡，建设有610个泊位及配套设施，是目前亚洲规模较大的公共码头。

照明设计围绕特色的海滨城市发展，通过灯光的智慧科技多元融合，提升海口吸引力、美誉度、知名度，带给游客市民更多惊喜和幸福感，助力打造海口旅游活力金名片。
以城市的开放空间为主旨，游客中心大面积纯净通透均匀的布光，体现建筑的艺术美感，点线面的交错犹如海浪起伏，给人更多的遐想与自由。
码头广场氛围投影，结合主题鲜明的灯光节目，以可控可变的方式，带来科技律动与实时动态的效果，营造一个梦幻或震撼或浪漫的体验空间，为市民游客带来惊喜愉悦的视觉享受和艺术体验。

海口市国家帆船基地公共码头的建成和投入使用，成为海口乃至华南地区深化帆船帆板及海上休闲运动产业发展的一个里程碑，助推水上运动成为海口“体育+旅游”产业的特色品牌，为海口“帆船之城”和海南国际旅游消费中心建设作出积极贡献。
目前，海口市国家帆船基地已成功举办多届帆船赛事，迎来一批又一批的国家队运动员和各地帆船运动员来海口训练。
